MPS PRESIDENT'S ADDRESS FOR WORLD PHARMACISTS DAY 2017
(Note: This message was released on 25th Sep 2017.)
"From research to health care: Your pharmacist is at your service" - this year's theme is spot on in showcasing the fact that pharmacist are involved in every aspect of medication; from the birth of a product during formulation right up to the dispensing of medication.
The theme is clear as crystal that all our duties and efforts go towards one end point which is providing the best service to the consumer/patient. Tying in the WPD theme to our own motto "Berkhidmat Untuk Kesihatan Rakyat", I can say that MPS has always advocated that pharmacist are here to serve the public. It is critical that we build that trust with the public because we are the most accessible healthcare provider. Educating the public on health and medicines is very important because it helps us cultivate the trust we want them to have in pharmacist.
How does MPS fulfill the theme set for us this year? Are we anywhere near the benchmark or have we surpassed it?

PROPOSED PHARMACY BILL REDRAFTED AND FINALISED TO RETAIN CURRENT SYSTEM!
Either by coincidence or by plan, during the week of World Pharmacists Day, the Ministry of Health informed through the press that Pharmacists have lost their exclusive right to dispense medicine in the proposed new Pharmacy Bill.
A few reasons were given including "dismantling a system that was functioning properly might bring other problems", "nearest pharmacy was 30km away" and also for "convenience for patients"

Consumer group including CAP had voiced their disappointment at this decision of not separating the roles of dispensing and prescribing which is a norm in developed countries and is a retrogressive move for a country who aspire to be a high-income nation, and denying a profession of its fundamental role

RANG UNDANG-UNDANG FARMASI: MPS DIARY
The proposal to draft the RUUF was first mooted in 1996. MPS was initially invited to participate in this process. Subsequently there were a series of workshops and discussions. The bill seemed finally ready and as was the practice of the government there was a public engagement of the gist of the Pharmacy Bill in 2012 through online. However this was rejected as certain groups voiced that they were not consulted in the drafting.
To seek clarification on the progress of the Bill, courtesy calls were made to various government departments including the Prime Minister Department, the Minister of Health, the Law Ministry, and the AG office.
A meeting was also held with PEMANDU on 3rd April 2015 and eventually it seemed that they co-ordinated the process to call for a new dialogue among stakeholders which finally took place in November 2015
Decisions made at the dialogue were noted by the MOH to consider in their redrafting of the Bill with the AG.
In May 2016 a dialogue among stakeholders was called by the Ministry of Health to announce the main points of the redrafted Bill.
As the new draft has some contentious issues the MPS- RUUF Task Force studied the implications of these issues and subsequently issued a joint memorandum to the Prime Minister objecting on 5 main areas, namely
- Issuance of prescriptions to patients is not mandatory.
- It is not mandatory to state Indication / Diagnosis on prescriptions
- Pharmaceutical Compounding can be performed by non-pharmacists
- Psychotropic medicines can be dispensed by prescribers
- Pharmacy technician can be supervised by non-pharmacists
Certain interest groups had also started an iPetition on the Bill and this was incorporated in the above memorandum
At the 49th AGM members gave a strong mandate to reject the RUUF based on the contentious issues and the stand will not change until a satisfactory response is received.
To reinforce the stand, MPS at its 50th Anniversary Seminar hosted the international Federation Asian Pharmaceutical Associations (FAPA) Stakeholders' Forum on Separation of Dispensing from Prescription (SDP). A joint statement was issue (Statement can be found at the same link)
